In the summer of 2009 Banksy took over Bristol Museum & Art Gallery with Banksy versus Bristol Museum, an exhibition that drew more than 300,000 visitors. Its most talked-about painting replaced the MPs of the House of Commons with chimpanzees, seated in the familiar adversarial rows of a parliamentary debate.

The painting was titled Question Time at the time. In 2019 Banksy reworked and retitled it Devolved Parliament, and it sold at Sotheby's that October for £9.9 million, then a record for the artist.

This offset lithograph, titled Monkey Parliament, was released during the 2009 exhibition with the authorisation of Banksy and the museum. As issued, it is unsigned and unnumbered.
